Limiting Number of Pictures Each User Can Have [v. 1.2.1]

Situation:

Have No categories.  Have 30 folders.  Users post pics to their predetermined folder.  Each user can currently post as many pics in the folder as they want (but I delete their oldest submission - only leaving the most recent).  What I'm trying to find is a mod: when a user uploads a picture, it overwrites the old picture.  Each user is allowed 1 picture only.

I have searched the forums and found that there is a mod for 1.3 about restricting # of pics per album, but I am looking for one that tracks pic # on a user basis.

If anyone already has this mod, please let me know the url of your site so I can check it out.  Also, I do not believe this is a feature that is built in to the newer 1.3, or is it?

I can't wait.  I set up the usermgr to auto sort by pic count dec. so that it breaks down how many pics each user has posted, but the time it takes to delete the 15 pics a day is a pain.  Also, it looks crappy when someone posts about 3 pics of themself within a 15 sec. interval and they have their pic spread accross the most recent upload section so many times.

Both of these mods are great, but neither will work.  The situation that I posted earlier is diff. than these.
