When trying to upload 291kb JPEG. It doesn't exceed the parameters set in config. Help please.

First, switch to 1.1D and see if you still have problems.  I think you might, as it appears php is running out of memory when doing the image functions.  You may have to ask your host to adjust the php.ini file.
