When a normal user (non-admin) uploads to an album in their gallery that has permissions set to "everybody (public)" their pics aren't automatically approved, meaning an admin has to approve them.

Altered call to add_picture() in upload.php, problem apparently caused by the picture sorting feature.

Commited to dev upload.php @ v1.44
