I am using 1.3 and I wanted to know if there is a way to set what the max width and height will be when a user trys to zoom into the picture?

What do you mean by "zoom into the picture"?  There's no zoom function in Coppermine.  Do you mean the intermediate picture that Coppermine creates when a picture is uploaded?  That's set in your config options, and is explained in the documentation that comes with Coppermine (in the docs directory).  Please review them and post if you are still having difficulties.

First you go into the tumbnail then into a larger picture, and then when you click again you get the Orignal size of the photo which in my case would be 3072x2048. I would like to be able to make that photo smaller, so that when users click onto a picture it does not over take their screen. make it somewhat like 800x600. Is there any setting for this feature that I am refering to.

If you want the size of your original to be 800x600 then you need to resize it before you upload it.  What's the point of having a large image if you don't want your members to see it?  All you would be accomplishing is wasting disk space.
