I'm using Coppermine 1.3 with the Noginn theme by DaMysterious. I really love this theme and woudl love to also have my blog look this way. Can I try to create a matching blogger or Wordpress skin? Or I should contact the artist and make a request for permission? Thanks

Have you visited DaMysterious's website and asked him? I haven't looked at his themes, so I don't know what license they're distributed under (GPL, GNU, etc).
Afaik all themes from DaMysterious have a readme file inside the package that clearly state the themes are not released under GNU GPL, but a license of it's own: http://coppermine.sourceforge.net/demo/themes/noginnskins1/ReadMe.html
There is no section in the readme that says anything about using the theme for other parts of your page, it only says you mustn't remove the copyright disclaimers and you mustn't redistribute the themes (modified or not), so I guess it's OK to modify them to work for the rest of your site and use them, as long as you comply to the readme's other sections.

I used one of DAs themes for all my site, modified to what I wanted. I simply emailed him and asked his ok, and what copyright notice he wanted.
He gave me cart blanche to do what I liked, as I'm sure he will for you. All he wants is the courtesy of being asked.
