Hi again...

Second question new thread... (eej I read the rules...)

You can allow anonymous users to upload or not to upload, that's what the switch in the groups panel is for. You specify in the album properties if anyone (i.e. any group you granted upload permissions to) can upload to that particular album at all. In other words: it's not possible to allow anonymous users to upload to only one album and to allow registered users to upload to several albums. A more granular permissions system is being considered for future versions of coppermine. I suggest you enable admin approval for anonymous uploads - this way you have control over anon uploads.
