What is the max number of "Quality for JPEG files" in Files and thumbnails settings?
Is it use percentage to define the quality or maximum dimension pixel?

Max no. is 100.

It's the compression level of jpeg files created by coppermine and can range between 0 (very low quality, but small file size) to 100 (very high quality, but large file sizes). It's recommended to leave it at the default setting (80). It won't have a large impact anyway, as the total use of webspace is mostly determined by the size of the full-sized pics you upload, not by the size of the thumbnails. Consider this config value a "pro" setting that only very experienced users (who know their way around in coppermine and image manipulation in general) should modify.
