Title: Asking For Legal Rights

Is it ok to totally change the layout of Coppermine to function as I need? Will still give credit to authors of the software.....but I want to repackage it and offer check user generated site plus offer hosting.....want to Use Coppermine CMS to achieve this...is this ok?

Willing to pay for a licensing fee per use...if needed

There is only one licensing model for Coppermine: GPL.

You can take Coppermine and do whatever you want with it as long as you abide by the GPL.

Knock yourself out, thats just a theme. I don't see a licensing problem.
