Not a feature request. Ask the owner of the site you saw it at, it hasn't been contributed here.

this theme is problematic and I don't think the creators site is live anymore...

As suggested already, this request is invalid. The theme you're requesting won't be done by the devs, it has to be done by users. If none of you starts creating that theme, it will be never available. Start being a giver instead of a taker.
