I did everything right it seems so far and the only thing I noticed is that after I installed the new version following everything to a "T" I received this message after logging into the admin screen and clicking on "Config" it shows:
Fatal error: Call to undefined function: db_query() in /home/oceansx/public_html/config.php on line 227
Please assist, I am no programmer but know a little of what I am doing.

No, you haven't done everything right. db_query is a function in 1.3.x, so you aren't using 1.4.x. Post more information in your next reply - I have no idea what you are attempting to do. Initial install (I doubt it) or upgrade (probably)?
Looks like you are trying to use a 1.3 theme in 1.4. You need to update it following the instructions in the docs. Any 1.4 themes do not point to config.php, as it is named admin.php in 1.4.
