can i set a numbers of maximum upload or control them?

You can set a filesize based quota on the groups page. There may be code for a quantity based quota posted somewhere, try searching the board.
you're using the unsupported nuke port anyway on http://www.rankme.co.nz/index.php?name=coppermine, moving this thread accordingly. Additionally, you have removed the "powered by coppermine" tag from your page, which means no support at all. Give credit where credit is due >:(.
