I don't see anything that says admin mode... i don't see upload , add , or anything to start adding to the site...
I see two boxes, one says random images, the other one says last additions...

You need to login with the username and password you created during installation. Click the "Login" link.

i did, then it says welcome, but all i see is that page...

How long did you wait after you saw the welcome screen? (it has a time delay) Did you click the continue link underneath it?

can someone help me with this, i del. the whole thing then i reinstalled, still i cant see admin mode...

look at this----Getting started
Login with the admin username and password,click on the "admin mode" link if it is visible, go to the Config page and start to configure your gallery. Note that even if you are a member of the administrator group, you need to be in "admin mode" to configure

what do you do if it is not visable...?

Could be a cookie issue. Can you try with other web browsers or post a temp admin user and password?
