I'm looking for a way to use coppermine for the following situation:
Department 1
Team1
Summer pictures
Winter pictures
etc.
Team2
Summer pictures
Winter pictures
etc..
etc.
Department 2
Team1
Summer pictures
Winter pictures
Team2
Summer pictures
Winter pictures
etc...
etc...
Department 3...
Can I do this with one installation of coppermine (and subcategories ?), or do I need a installation for every department (and management for every installation :( ), or can I use one installation with multiple databases ?

Can be done very easily with just one installation.
For ex: Department 1 will be a parent category. Team 1 and Team 2 will be sub-categories of Department 1. Then Summer pictures and Winter Pictures will be albums (which contian photos) in Team 1 and Team 2 sub-categories. Similarly Department 2 will be a parent category and so on....
To make it clear:
Department 1 -> (Parent Category)
Team1 -> (Sub-category of Dep 1)
Summer pictures -> (Album in Team 1)
Winter pictures -> (Album in Team 1)
etc.
Team2 -> (Sub-category of Dep 1)
Summer pictures -> (Album in Team 2)
Winter pictures -> (Album in Team 2)
Department 2 -> (Parent Category)
Team1 -> (Sub-category of Dep 2)
Summer pictures -> (Album in Team 1)
Winter pictures -> (Album in Team 1)
Team2 -> (Sub-category of Dep 2)
Summer pictures -> (Album in Team 2)
Winter pictures -> (Album in Team 2)

I think my installation is similar to what you're asking for. My youth sports gallery is http://www.bullseyephotos.com/sports/index.php (http://www.bullseyephotos.com/sports/index.php) and it's one installation and one database. Quite simple to handle and manage.
It's set up as:
Year
Sport
Team Albums
