Don't it is blocked in 1.2full package but i noticed the following :
1. in admin i created a category called test .

2. created a user and tried to see album manager the category drop down is not coming up ..

3. then created a album and tried to modify the category .. but category this is blocked ..

is it disabled in this version or i am doing it wrong
what i mean to say can't a user , other than admin choose a category and create album within ..

looking at your pics (pic1 does not show).
Albums created in the 'User gallery' category, can only be uploaded to by the person who created the album, and they cannot be moved into a different category. The new album in pic 2 is in the 'user gallery' so no one else can upload to it.
If you want an album which anyone can upload to, you must create it in a different category.
And no, only admin can creat categories or albums in any other category.
