Can you manipulate votes in coppermine?

If you have a picture you want to stay the mosto voted what should you do?

Only by manually editing the pic's rating in the database.

I'd suggest not attempting to edit the database if you don't know what you are doing. Otherwise use phpmyadmin, backup the db, and edit the pictures table.
