Print Page - util.php gives permission errors

I can get to util.php via the admin tools link, but when I want to submit the form, I get You do not have permission to access this document. I tried giving that file 777, and still get the permission error. Why?

Have you asked your webhost if they have restrictions on file names like util.php?
