We have no public galleries. One user in group who can create gallery. They have created one album and uploaded a picture.
The album has 'visitors can upload' set to yes.
We have another group (called upload) that has permission to upload with approval but not have personal gallery (and a quota of 10MB). We have a different user in that group - when they login and click upload they are told there are no albums for them to upload into.
Our understanding of permissions seems to have crossed wires. ???
We are aiming for a situation where we can have users that can create galleries/albums and other users who cannot create but can upload with approval - into those personal albums (preferably different users restricted to different albums but I think that upload access is universal - we can live with that for time being. ) [Hierarchical permissions would be good - not checked feature request list - perhaps it is there already]

users only can upload to their personal gallery and public gallery (with proper permission) they can't upload to other user's personal gallery (there is not permission setting for this) unless you code it for your self

Is it possible for non admin users to create public galleries ie via a group? (I want to delegate album creation, and upload from other users without delegating admin functions)

No, there is no mod/hack/workaround. Is being considered for future versions, but not implemented. Closing, locking.
