When I create a new category, is there an option where I can enable members to add albums or post pics?

They cannot create albums in any category other than the users gallery cat.
But they can upload to albums in other categories, if you set the album properties to 'visitors can upload' to YES.
This does not mean anyone can upload to it, just members of groups you have allowed to upload in the group settings.
