ok, I looked all over and can't find the answer. I have given permissions to all for posting comments and the comment section does not show up for the users. Or do the smilies! Can you help please. Sorry if this has been answered before but I could not find the post.

Post a link and non-admin test user account...
What group have you assigned above-mentioned privileges for?
You need to allow commenting in album properties too.
