I read through the documentation and I just can't quite figure it out...

I have bridged with vbulletin 3.6.2

I have approved the registered users in the group manager for personal galleries.
What am I missing here?

You need to enable public uploads in the groups page.

I am able to upload with certain users, but not with others. For example, I have a super moderator who can upload pictures, but the registered users and administrators can not. They all have the same permissions on the groups page. ???

Please attach a screenshot of your groups page. You can disable post based groups in the bridge manager if you don't need to set different permissions on imported forum groups.

No idea. Try disabling post based groups.
