I am wanting to host photo contest like worth1000.com on my site. I need a script where you can use a star rating system and then have a contest expire and award a winner from the star ratings. It would also need a karma system. Can coppermine be modified to do that?

How? Through mods that already exist or do I need to hire someone to do scripting work?

All the mods that are available are on this forum. If you can't find what you want then you need to code it yourself or find someone who can.
