How to make user able to create their albums in my categorys?
For the moment they can upload pictures in albums created by me but when they create album , it goes to User Gallerys.

Regular (non-admin) users can only create albums within Users galleries

So there is no way?
Or there is some mod or something else wich alow that?

No, no way. No mod, no hack, no plugin, no magic trick. Just a missing feature. Has been asked very often already. In the future, please search before posting.
