For examle i need the final thumbnail sized 295x163 - Coppermine doesnt resize it into my needed size.

Not to your exact size, but to the height or the width. CPG resizes according the aspect dimensions of the pics.

how about automatically reduce file size of upload files, like make all picture file be not greater than 100k or 200k let say, is that possible with CPG?

@euscera[gru]: the only option is to crop the thumbs on your client and upload them afterwards (overwriting the thumbs coppermine has created). Cropping of images/thumbs is being worked on (Tarique) for the next coppermine version...
@FreeMail: don't hijack other's threads! Out-of-the-box, this is not possible, but you can reduce the allowed filesize per upload and you can set the compression level and pixel size, which will result in approximately the same thing: your pics will all have similar file sizes (within a certain range, depending on your settings) - no need to restrict the exact file size. If your question was "can coppermine be set up to dynamically reduce resolution or increase compression from pic to pic", then the answer is "no" imo.
