"Sorry there is no album where you are allowed to upload files"

I keep getting this error message whenever I try to upload files from my user-testing account, and every other user who is testing this for me can't either. I want to let ursers upload files to any of the public galleries, but I've looked through the docs and searched the forums and still can't find out how to fix this...

HELP!

Set upload permissions on the groups page and in album properties.
