disallow them to upload into public albums

Moving from "General discussion (no support!) (http://forum.coppermine-gallery.net/index.php?board=12.0)". If you expect answers, don't start threads on a sub-board that is clearly labelled "no support".

Then you just need to create a public album
create an album (http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#albmgr_create) and set permissions for album (http://coppermine-gallery.net/demo/cpg14x/docs/index.htm#album_prop)

We have a strict "one question per thread" policy that you agreed to respect when signing up. Do so in the future, and resolve your questions - you should have posted something like "thanks, this solved my question".

You're experiencing "comment spam" - there are several methods to avoid this from happening in the future by applying some hacks/plugins. Search for "comment spam" if you want answers. Locking.
