Title: Limiting Number of Uploads

Is there a way to limit a user to uploading only a certain number of images per day?  Either through config or through a mod?

Could get http://forum.coppermine-gallery.net/index.php?topic=15874.0 working on 1.4, change db_query() calls to cpg_db_query().
