I strongly suggest installing coppermine yourself instead of hiring a freelancer to accomplish such a simple task. The reason is: if you don't have the skills to perform the extremely easy install of coppermine, you probably don't have the skills to maintain it neither. Coppermine is aimed at people who have basic HTML know-how and who are familiar with installing pre-made scripts. You're going to miss all the fun if you have the gallery installed by someone else.
