I'm trying to allow registered users of the site to upload pictures to public categories or albums, however when a user tries to upload a pic it can only do so to his own private albums, how can we let him select the public albums or categories created by admin?

you need to change the upload permissions for each album. click on the 'properties' button, next to the album thumbnail, and change them there.
