CPG1.4 japanese.php is not EUC(bug)

Hi All,
I found "japanese.php" file in CPG1.4.14 is not EUC encoding.
This file must be setted EUC encoding but it is UTF-8.

All language files are in UTF-8. What is wrong with having Japanese in UTF-8?
