how must the permissions be ???

That's complete and utter nonsense. The docs don't say that. Wether you need 777 or 755 (or any other permission setting) entirely depends on your server setup. There can be no generic recommendation.
Do
exactly as suggested in the docs, sections "upload troubleshooting" and "asking for support on uploading issues".
