Have you read the manual?
Take a look at section 4.3 and section 4.8 . That should give you the information you need to setup your gallery as you require. It's simply a matter of ticking the right boxes.
The URL posted in the initial thread returns a 404, so I guess tamilxstylez has given up. Marking thread as "closed".
@tamilxstylez: this is not a hotline, allow days for answers. Speed-bumping within minutes is just silly. We expect you to have read the docs.
@Phil: thanks for your help - you refered to the right stuff. However, the numbering is subject to change, so I suggest refering to section headers instead of their numbers.
@Others who might come across this thread: the permissions to upload are being configured on the groups page - non-registered users (aka "guests") just belong to a group. So allow that group to do stuff similar as you can allow other groups to do things. Reading the docs is vital.
