Hello masters !)
i had downloaded the latest version of coppermine and had a few succesfull tests at my localhost (denver) and my old hosting. Old hoster has php version 4.4.7 , denver - 4.4.4.
but my new hoster has php version 5.2.4 and after succesfull installation error log has such strings:

there is blank index.php , but i can enter admin panel (admin.php)
what goes wrong ?

If everything is OK, just ignore the log.
if evrything was ok, i had no trouble )
but the gallery doesnt work. The hoster say that the error is in install.php file

What does "doesn't work" mean. Describe where your issues lie.

Webhosters are not an authority when it comes to apllications like coppermine. Their staff are usually not coders, but Lunix admins.
The index page does not display when using the russian language. Some pages work and some don't which is strange.

it means that index.php file is blank. some pages work, some doesnt work. i tried to switch to english but problem stay .
try to enter admin.php. it works, you can change preferences but index.php stay blank
webhoster try Fopen function with test.php file and it works without any problem. this means that fopen string is bad in install.php
Stop refering to install.php. All that install.php does is populate the database. As you can access the site (at least sometimes), the database is populated properly.
install.php is no longer needed and should no longer concern you, even if your webhost thinks otherwise. He's wrong.
ok. lets suppose that installation was ok. then what is wrong ?
need i to do something to repare the gallery? or i cant do that ? and just forget the problem and try onother gallery?
i.m sure that installation was proper and i had no mistake.
if u r interested i can give u password to ftp and to database and you can try it by yourself
Temporarily delete the russian language file to see if the issue goes away then. If Nibbler's observation is correct, then your russian language file is to blame.

see in the russian board (http://forum.coppermine-gallery.net/index.php?board=41.0) if there is anothe russian langage file, or try to reupload a new one from the svn
The Russian language file that came with cpg1.4.14 should be fine. Don't do anything hasty. I told you to temporarily remove the Russian language file to see if that file is the culprit for the issues you have. You haven't reported back that you did and wether it improved things on your end.
We'll find a solution, just please follow advice!
