As per subject.

I haev seen various threads inquiring about users being able to create albums in public categories...

I am thinking of sg smoother...User creates album, and while doing so, he/she is presented with a dropdown of available categories.

If the user selects a category, the album and /or its photos will appear in that category.

Would this be a big mod?

Currently there is nothing to achieve this. The upcoming version (cpg 1.5) has this functionality as a core feature.
