I am unable to locate template code for picture admin menu (Crop and Rotate, Edit file information, DELETE THIS FILE) on themes.inc.php
can anyone help me where is it located???

You're not supposed to edit include/themes.inc.php, under no circumstances. Don't!

The crop&rotate page doesn't have a template of it's own. If you need to see it modified, you'll have to hack the core code.

but I was just looking for the template code there
anyway as you mention it doesn't have the template yet, I should got on some core code modifitaion

I hope it will be available on new version of coppermine

You're not even supposed to look at that file. If you want to look up the reference, take a look at themes/sample/theme.php
