I got a problem.
I use the theme - Blix.
When in Guest mode, the page create by themes.inc.php in include folder.
But, in Admin mode, everything is OK, the page create by theme.php in Blix theme folder.
Never leave admin mode. Clear your cookies. Make sure that Blix is set as default theme in coppermine's config. Post a link to your gallery.

But now, I test the site in web host, neither Guest nor Admin can create by theme.php

You're definitely confusing things and you're posting unrelated stuff. You're not using the theme "Blix", but "rin".
You have some funny redirection in place - whenever I add a different parameter as theme, I'm getting redirected to http://chaos.lunarbreeze.com/~tootoo80/index.php?theme=rin
Your gallery certainly is hacked/customized way to far and not an original coppermine page, so you better undo your strange hacks that force a particular theme by means of URL manipulation.

Now my site update is over.
Because that problem of Blix, so I change the theme - rin, and then, ererything is OK.
My site now can change in two theme by your platform(PC or iPHone).
