Title: Is it possible to get registered users to be able to create albums (NonUser Gal)

Hi, I'm new here, but have had a little bit of experience using coppermine in the past, but not too much. I was wondering if it is possible to make it so that users are able to post in the categories that I create? Is user galleries the only way that they can upload? Any advice would be greatly appreciated.

No, users can upload to albums in public categories as well. Set "Public albums upload" to yes for the group your users are in on the groups control panel. Then go to the album properties of the album where your users are supposed to upload to and set "Visitors can upload files" to "yes". This has been asked countless times already and is being explained in the docs. We're reluctant to answer the same question over and over again, so in the future it would be very kind of you if you read the documentation and the search the board before asking questions. Board rules (http://forum.coppermine-gallery.net/index.php/topic,55415.0.html) say you have to do so before being allowed to post questions.
