Ok I get the normal

The file 'albums/userpics/10001/100_9051~0.JPG' can't be inserted in the album

Unable to create thumbnail or reduced size image.

Ive read everything on this made changes as suggested and nothing has worked so here the debugg Im really hoping some can help. I also did the install manual not with fantastico.

You obviously missed some of the "asking for support on upload problems bit". Things like posting a link etc. ;)

Have you checked your file permissions for everything in the albums folder. Are you using GD2?

Search the forums for

db_input.php - Line: 402
