I have a user that cannot get in our gallery on the laptop using IE or Chrome.
She can get in on my phone, and on the lap top, using AOL browser but she sees the attached screenshot when tryong ti access the gallery on IE or Chrome.
What could be the issue?

Thanks, but I did read through that and there is nothing there that tells me how a user could be banned in IE and Chrome but not be banned when accessing via other browsers.
How can I un-ban from IE and Chrome this person when she isn't in the banned users list and never was?
I have no idea how the AOL browser works but I am guessing it does not show an IP address in the same way as IE and Chrome. If you are banning via IP then that would explain why.
oh, I see. So this particular user is being banned because the IP was banned at some point and she just happened to be assigned to that IP?

You can lift the ban via the admin interface, that would be the best option.
Currently there is no one in the admin interface that is banned. So I can't do so there...
What are your settings for:
Number of failed login attempts until temporary ban (to avoid brute force attacks)
Set it to at least 3-4.
And
Duration of a temporary ban after failed logins
Set to 10 minutes or less.
Otherwise, setup / create a test account and post a link with the login details.

According to the docs a "0" means, that the temporary ban system is disabled. In that case, it must be a permanent ban. If there's no ban listed in the admin interface (for whatever reason), you could also remove that ban in the database.
