I have a gallery in which we would have to have 2 users levels:

Contributors: Users that could upload and modify files in some folders.
Supervisors: Users that could edit the files uploaded by the contributors, edit and move it to another album.

We wouldn't like to give supervisor the administrator's role, but it seems that is the only way, unless you have an alternative.

There's no alternative. In cpg1.5.x something called "moderator mode" was added at an early development stage. As it wasn't documented, nobody knew at this point how it was supposed to work but it caused some issues, it has been disabled.
