I am using 1.5.34 but can't find how to create user galleries as admin. I know it is possible, but I just can't find it.

Go to Files - Albums - select My Gallery - click New album - named it - click OK.
Upload at least 1 image in the new album.
If User Gallery has no uploads then will not show on category list.
Thank you for your reply. If I do this, the new album is part of my gallery. How can I couple it to another user?
If a user chooses to upload files in his private gallery then the uploads go to his gallery and Users Gallery will show in the Category List.
To allow users to have their own gallery go to Users - Groups.
You can also create a new user. Go to user - CREATE NEW USER and upload a picture.

Yes I think I found out. I forgot to mention that I use phpBB bridge, maybe that complicates it a bit.

I don't think this question was clearly answered...
As admin, you can give users the ability to have personal galleries via Group settings (even for a bridged gallery)
In groupmgr.php (Users -> Groups if using a theme like Curve), check Yes under Personal Galleries for Allowed for the groups you wish.
The user can then create albums and/or upload pictures to their personal gallery.
