Currently users can upload photos to public albums, but they cannot edit the photos they have uploaded. It would be helpful to allow users to edit photos they themselves have uploaded.

Editing should include both the description and also the category. If a photo is moved from one public to another public category the photo should once again go to the need-approval state.
