The question doesn't apply: coppermine has a category/album/file structure that is being stored in the database. A user can upload to several albums that reside in several categories. The storage location of the file on the other hand depends on the upload method the user choses: when using http uploads, the files go into a sub-folder within the "userpics" folder (on folder/file structure level) - the folder name where all http uploads from one particular go to is determined by the user id plus 10000. You (as coppermine admin) should be using FTP-upload plus batch-add. The files go then into a sub-folder of the folder named "albums" (not directly related to the album within a category) you create. You can create an unlimited number of sub-folders there - it's recommended that you build the folder structure for FTP-uploaded files in a similar way that you have organized your public categories/albums (although this is not mandatory). Please read the documentation that comes with coppermine to get an idea how the storage concept of coppermine works.
