Glitch in permissions

 I have found a glitch in the group settings.  I disabled "guest" to upload in public and enabled them to upload or make their own album in the "users Cat"  but when I go to just a guest visiting there is NO upload or make an album in the drop down link. 

How can I fix this?.

This is to be expected. As mentioned in the documentation, enabling personal galleries for guests is meaningless. You need to allow public uploads if you wish guests to be able to upload.

you have posted several questions where the answer was already in the docs. In the future, read the docs first, then search the board and only if your question is still un-answered you should ask it in a new thread.
