Hello ;D

The main goal of my gallery is to allow users to upload pictures by subjects that I create.
For example I create (as administrator) an album called "The journey to poland 2006" and all the users that have pictures from this journey will upload to this album.
Now users can only upload to the users' pictures category, and they have to create self albums and this is very messy.. When a user doesn't have a self album and he wants to upload there is a error message: "Sorry there is no album where you are allowed to upload files"

so how to allow users to upload pictures into public albums?

That's not true, your users can upload to your public albums if you allow them to do so:

1) Read the documentation
2) On the groups panel, set "Public albums upload allowed" to "yes" for the registered group
3) On the individual album's properties screen, set "Visitors can upload files" to "yes". This way, you can specify albums users are allowed to upload.

As suggested above, this is all being covered in the documentation, please read it thoroughly before posting questions. It has been asked very often already as well.

That's why there is an asterisk next to the word "visitor" that explains this ;).
