filesize limit is always 1024

Why does the upload page always say "should not exceed 1024 KB each" even though i've set all the group quotas to zero and even the php.ini filesize limit (16M)?

I tried uploading 3 files. the third file (JPEG, 500KB) was uploaded. but the other two (below) were not uploaded.

Help?
