How can I set the permission for a user that they can't create album or upload photos? I setup a group and the permission, still the "create album" button come out!
Sorry, I'm green in this software and I have attached 3 pics to show my setting!

Set "Public albums upload" -> "Allowed" -> "No"
and "Personal gallery" -> "Allowed" -> "No"
on thr groups control panel for all groups but the admin.

You're running cpg1.5.x, which goes unsupported (as in "no support at all"). That's why that gallery displays for you (in big bold letters)
QuoteUnsupported version!
You are running Coppermine 1.5.1 (alpha) which is only meant for very experienced users - this version comes without support nor any warranties. Use it at your own risk or downgrade to the latest stable version if you need support!
Does this mean anything to you? No support means exactzly what it says. Of course, a theme designed for cpg1.4.x doesn't work with cpg1.5.x out of the box. The documentation that comes with cpg1.5.x clearly says so and even explains what you need to do to make that theme work with cpg1.5.x, but you're on your own with that.
Moving this thread to the support board for cpg1.5.x (although that board has not opened publicly). Stop behaving like a jerk.
Moving this thread accordingly as well.

It is a mistake to think you can solve any major problems just with potatoes.

I changed as below:
Set "Public albums upload" -> "Allowed" -> "No"
and "Personal gallery" -> "Allowed" -> "No"
on thr groups control panel for all groups but the admin.

After I change it, when I use the upload file, no album can be found to upload, message as : Sorry there is no album where you are allowed to upload files

I try to set back to "yes", I can upload file, the purpose is I want to set only the admin and the user(david & sadrick) can upload, the guest I named as davidguest, the same as sadrick, that is for their guest to login and see the photos but not to upload, so what can I do? thanks for helping...
