Reg Users no longer see the "Delete Properties Edit Files" icons

The "Delete Properties Edit Files" icons used to appear when Registered Users logged on.  But apparently my fumble fingers must have inadvertently changed a parm and now they no longer appear on the home page when the user logs in.  I have gone through the docs till my eyes are tired but I cannot find what I need to do to resolve.  Admin account works as it should.   I was trying to resolve a Registered User issue when this occurred.  This issue was (maybe still is) that the Select All icon did not appear at all on the user's File Upload page.  Any suggestions on either of these two issue will be greatly appreciated.  Thanks in advance.

How is your issue related to cpg1.5 install?
