Plugin - Tweak Voting system/Points

I am new to Coppermine and from what I've been reading, it looks like the best open source Gallery app out there. I am in the process of making a community web site where our group can upload pictures based on a points/credit system and be awarded points/credits based on votes. Does anyone know how to tweak Coppermine (or create a pluggin that allows the following):
- Limits access to posting not by MB limit per group, but instead on a credit system.
- Each upload of a pic costs XX credtis
- Each time that pic is viewed awards its user XX credits

I assume the easiest way would be to tweak the voting feature.

At this stage I'm not looking for design help (later) and I have a small budget for this task = $200 (via PayPal).
