In which user can register, create his own album, add/delete photo

Is there any limitation in the number of users and albums?

No limitations other than the power of your server. We have seen galleries with hundreds of thousands of images in the past.

As for a community. I myself have a website which does similar though it does have a gallery bridged with another app adding to the community feel of it. Give it a test run and see how you get on. Simply setup a version on your local machine using a tool such as Wamp. 15 minutes should see you with a working version running for test purposes.

If you want to bridge with another app make sure you do it from day 1 as doing so later is very hard.
It is a mistake to think you can solve any major problems just with potatoes.
