Limited admin capability

Would it be possible for the main admin account to create a group or groups with limited admin capability?

Am working on implementing your great product into several websites and would like to permit owners of the sites to handle some of the functions. Major concern is with the config settings. I would like to be able to:

1. Present a limited selection of config options (hide those which could affect operation of program or design)
2. Not permit the creation of new groups.
3. Allow admin of users, with ability to add only to selected groups.
4. Block access to the admin tools.

The only reference I found to this topic was:

- multiple moderators with costumizable rights/sections
has been requested, will not be in the next release, but maybe in the future (in other words: not that soon)

has been asked before, and there are several threads dealing with a moderator/sub-admin feature. Please search before requesting new features that have been requested before already.
